The Severely Marginalized People of Routa and Gopalpur Villages
In Madhepura District, Bihar, India, October 2014

Nearly 250 people eagerly participated for four days from Routa and Gopalpur villages.
They recalled what has happened in their villages since the flood of 2008, then listened to a Planetary Evolution talk. For the first time, they deeply understood how the world is rapidly changing. They realized their very existence here depends upon creating a new future.
We all learned the steps necessary to change our lives, using the Octave of Learning system.
The Economic, Social, and Educational Principles of Community Development had a resounding impact, especially the Village Educational Principles. They have school buildings, but the teachers are sub-standard, and the children from the project’s pre-schools are teaching their teachers and their parents!
Sub-Groups of the participants wrote practical vision elements, thought deeply, then decided priorities and actions for working together for the next six months.
They will begin computer education, even if they don’t have electricity or computers – suddenly one participant said he would donate a computer!
Secondly, the women want toilets in their homes – they have none and have very little money! They will use their own microcredit scheme, and get toilets, one by one!
Third, to get technical education, they will also use the microcredit scheme for a few people to learn, and they will in turn, teach the rest of the villagers.
Fourth, they will begin a small scale health center for preventative and curative health, and ask doctors to come regularly to the two villages to check everyone for illnesses.
During the training, they eagerly watched a video of the Tekos advanced learning school in Russia with much interest, laughter, and delight. They want to create that type of learning for themselves. The also saw pictures of vertical farming, and pondered how they could try vertical farming on their very small land.
After the training, we had a discussion with District Magistrate, Mr. Gopal Meena, in Madhepura, showing him what the villagers decided. Mr. Meena promised to get electricity for six villages and to really improve the quality of education.
In February 2015, we will train in the villages’ brand new Multi-purpose Centers and build plans for the next several years. They invite you to join them, and to contribute to their future!
In parallel with this training, Mr. Isawa’s trained in Hydroponics and compost making. For over 150 people from 5 villages, the villagers are being released from poverty by simple techniques from Japan.
North India Bihar Village Aid
1.99 million inhabitants, with 16,000 yen average annual income were flood victims in 2011. The 99 percent illiterate residents of Madepura county of India, live in a region that is the least developed. It has various severe problems like discrimination, child labor, immigration, exploitation, low education, poverty, and sub-standard agricultural technology. ICA Japan began development in 2012 towards its resolution. ICA is supported by the Ministry of Foreign Affairs of Japan's NGO cooperation grant aid, and the local counterpart is HCDI.
